[Mahagunpuram] MIGRATING TO NEW CHEQUES EXTENDED UPTO MARCH 31, 2013.

Standardisation and Enhancement of Security Features in Cheque Forms - Migrating to CTS 2010 Standards extended upto MARCH 31, 2013.

1. A reference is invited to our Circular No DNBS.PD/ CC.NO.308 /03.10.001/2012-13 November 6, 2012 advising all NBFCs to ensure replacement of all Non-CTS-2010 standard compliant cheques received from their customers for future EMI payments by December 31, 2012.

2. Representations have been received from NBFCs requesting for extension of the time beyond December 31, 2012 for withdrawal / replacement of Non-CTS-2010 Standard cheques / post-dated EMI cheques with CTS-2010 standard compliant cheques.

3. Taking into consideration these representations, it has been decided to extend the time up to March 31, 2013 to ensure withdrawal of Non-CTS 2010 Standard compliant cheques and replace them with CTS-2010 Standard compliant cheques. However, it may be noted that the residual Non-CTS-2010 Standard compliant cheques that get presented in the clearing system beyond the extended period, will continue to be accepted for the clearing but will be cleared at less frequent intervals.

4. The above instructions are issued in terms of Section 45 JA and 45K of the Reserve Bank of India Act, 1934 (Act 2 of 1934).

5. Please acknowledge receipt and ensure withdrawal/replacement of Non-CTS-2010 Standard compliant cheques within the extended target date indicated above.

I had received the following reply dated 17th December, 2012 from CREDAI (Confederation of Real Estate Developers' Association of India) to my Complaint No. 1212000706 dated 17th December, 2012 regarding Completion Certificate / Possession of Flats at Riddhi Block (Tower) :-

"Thank you for registering your grievance with us! We will get in touch with the concerned developer and will try to resolve your issue at the earliest. You will be receiving an email from concerned developer in a short while and they will try to resolve your issue upto your satisfaction. Please get back, if nothing gets done within 21 days (to be counted from the date of lodging the complaint), i.e., by 7th January, 2013".

POSSESSION OF FLATS AT RIDDHI BLOCK (TOWER).

Dear Sir/Madam,

1. I had booked a Flat at Mahagunpuram, NH-24, Ghaziabad, Uttar Pradesh
[Flat No. 1106, 11th Floor, HIG-2 (1300 Sq Ft), Riddhi Block (Tower)] in May,
2009.

2. It is understood that Flats at Riddhi Block (Tower) are being offered
for possession vide Possession Letters from 30th November, 2012 onwards.

3. I hope that possession of Flats at Riddhi Block (Tower) are being
offered after due completion of them and a copy of Completion Certificate from
the concerned Competent Authority is also being enclosed alongwith the
Possession Letters.

4. It is also understood that without the copy of Completion Certificate
from the Competent Authority, the Flats at Riddhi Block (Tower) will remain
UNAPPROVED.

5. Whether it is also a fact that the basic amenities [like Electricity
(Cheap Electricity), Drinking Water (Ganga Water), Municipal Services, etc.]
will be provided by various Competent Authorities only on the production of copy
of COMPLETION CERTIFICATE.

6. In view of the above, it is, therefore, requested that kindly also
enclose a copy of Completion Certificate alongwith the Possession Letter to me.

Why you all are not requesting the Builder for a copy of Completion Certificate alongwith the Possession Letter so that such problems (SEEPAGE, UNFINISHED BROKEN FITTINGS, CRACKED BALCONY, BROKEN TILES, UNFINISHED PAINT, ETC.) do not occur in future. It is understood that Completion Certificate is issued only after due inspection of Flats and Towers by the Competent Authorities in all respects.

2. It is still not too late.

3. If the Builder is not giving all of you a copy of the Completion Certificate alongwith the Possession Letter on your requests, then you all can also request CREDAI (Confederation of Real Estate Developers' Association of India), National Secretariat, 703, Ansal Bhawan, 16, Kasturba Gandhi Marg, New Delhi – 110001 (Telephone numbers are 43126262, 43126200 and Fax number is 43126211 : Website : www.credai.org) to direct the Builder {Mahagun India Private Limited (Mahagun Real Estate Private Limited) [Mahagun Group]} to also enclose a copy of Completion Certificate alongwith the Possession letter to all of you and to also direct the Builder to give replies to all of you which are pending since long at CREDAI's following e-mail ID addresses :-
