1. Kindly refer to my requests dated 10th April, 2013; 15th April, 2013;  21st April, 2013; 27th April, 2013; 3rd June, 2013; 24th June, 2013; 20th July, 2013; 18th August, 2013; 29th September, 2013; 2nd November, 2013; 23rd November, 2013; 19th December, 2013; 11th January, 2014; 1st February, 2014; 25th February, 2014; 22nd March, 2014; 4th April, 2014; 16th April, 2014; SPEED POST Letter dated 5th May, 2014 and 16th May, 2014 on the above subject.  I am, once again, requesting for the same.


2. Also, kindly refer to five interim replies dated 18th January, 2014; 11th January, 2014; 2nd August, 2013; 14th June, 2013 and 27th April, 2013 received from DTC (Dtc Scindia House <dtc_trdeptt@yahoo.in>) on the above subject.  No timeframe has been given by DTC for starting the above Bus Route and also making of Bus Stands at various places along NH-24, Ghaziabad, Uttar Pradesh.  Kindly give timeframe for that, for which we all will be highly grateful to you. 


3. Also, a bench of Chief Justice N V Ramana and Justice Pradeep Nandrajog of the Delhi High Court in September, 2013 on a PIL filed by a resident of Vaishali, Ghaziabad (Shri Mohan Singh) regarding allowing Public Transport on NH-24 between Delhi and Uttar Pradesh [News article published in The Time of India dated 20th September, 2013 : "PIL SEEKS CITY BUSSES ON NH-24 : Link – http://timesofindia.indiatimes.com/city/delhi/PIL-seeks-city-buses-on-NH-24/articleshow/22774932.cms] directed in their interim order as under :-


"Direct the Respondents (State Governments of Delhi and Uttar Pradesh) to undertake the process of reviewing the list of routes under the Reciprocal Common Transport Agreement, 2008 keeping in view the development of residential colonies in Ghaziabad".


4. In addition to above, kindly also refer to two letters dated 8th May, 2014 (copies attached for information, perusal and necessary action please) written by Shri J.N. Barman, Director (Tech.), National Capital Region Planning Board [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 to the concerned Officers of Government of NCT – Delhi/DTC, New Delhi and Government of Uttar Pradesh/UPSRTC, Lucknow forwarding therewith my above requests, regarding sanctioning of DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad (Uttar Pradesh) and Back; UPSRTC Bus Route from Mehrauli Railway Station, NH-24, Ghaziabad (Uttar Pradesh) to Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station and Back and Bus Stands (Bus Stops) at various places along NH-24 Ghaziabad (Uttar Pradesh) for examination and appropriate action, as under :-

Barman, Director (Tech.), National Capital Region Planning Board (NCRPB) [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 had forwarded my above requests on the above subject to Shri Sada Kant, Principal Secretary (Housing & Urban Planning Department), Government of Uttar Pradesh, Bapu Bhawan, Vidhan Sabha Marg, Lucknow – 226001, Uttar Pradesh for examination and appropriate action with copy of it to the Commissioner, Delhi Transport Corporation (DTC), DTC HQ, Indraprastha Estate, New Delhi – 110002 for information and necessary action.


5. In the past many years, scores of major Housing Projects have been completed along NH-24 corridor starting from UP Gate, NH-24, Ghaziabad, Uttar Pradesh to Mehrauli Railway Station, NH-24, Ghaziabad, Uttar Pradesh.  Millions and millions of residents have also started residing in these housing projects.  Some of the Areas are "Indirapuram, NH-24, Ghaziabad; Sector 62 and 63, NOIDA along NH-24; Siddhartha Vihar Yojana, NH-24, Ghaziabad; Crossing Republic, NH-24, Ghaziabad; ABES Engineering College, NH-24, Ghaziabad; Columbia Asia Hospital, NH-24, Ghaziabad; Ashiana's 'Golf Link', NH-24, Ghaziabad; Mahagun's 'Mahagunpuram, NH-24', Ghaziabad; Ansal's 'Tanushree, NH-24', Ghaziabad; ongoing Wave City, NH-24 (4500 acres project), Ghaziabad etc. 


6. To overcome the transport needs of millions and millions of residents along NH-24 Corridor, you are requested to start negotiations afresh between DTC and U.P. Roadways to the proposed DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad, Uttar Pradesh and Back along NH-24 (so that this route could also be compromised between the DTC & U.P. Roadways) which will benefit millions and millions of residents along NH-24 (DTC will also be benefited in revenue terms) for which millions and millions of residents would be highly obliged to you.  


7. BUS STANDS (BUS STOPS) IN FRONT and OPPOSITE SIDE OF NH-24 OF MAHAGUN PURAM, NH-24 MEHRAULI, GHAZIABAD, UTTAR PRADESH.  At present, there are many Busses plying from Delhi to Hapur, Nainital, Kanpur, Lucknow, etc and Back along NH-24, Ghaziabad in front of Mahagunpuram Gate, NH-24, Ghaziabad, Uttar Pradesh.  Concerned authorities may please be instructed for making Bus Stands on both sides of NH-24, Ghaziabad in front of Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad for the benefit of the residents of Mahagunpuram Housing Project (Mahagun Group's Housing Project), NH-24, Ghaziabad; Tanushree Housing Project (Ansal Group's Housing Project), NH-24, Ghaziabad and Entrance Gate of Wave City (Hi-Tech City : 4500 acres project), NH-24, Ghaziabad because all the three Housing Projects are adjacent to each other.  


8. At least for the time being till the requested Bus Route is started/Bus Stand (Bus Stop) is made, instructions to the concerned authorities may please be issued to stop the busses which are already plying from Delhi to Hapur, Nainital, Kanpur, Lucknow, etc and back along Nh-24 at the Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad.


9. In view of the above, it is requested that instructions to the concerned may please be issued for making Bus Stands (Bus Stops) on both sides of NH-24, Ghaziabad, Uttar Pradesh so that the Busses already plying on NH-24 from Delhi to Hapur, etc. and Back (till the above requested Bus Route is started) can also stop at the following places :- 


(a) Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad;

(b) Columbia Asia Hospital, NH-24, Ghaziabad; 

(c) Lal Kuan, NH-24, Ghaziabad; 

(d) ABES Engineering College/Crossing Republic, NH-24; 

(e) Vijay Nagar Bypass, NH-24, Ghaziabad; 

(f) Siddhartha Vihar, NH-24, Ghaziabad; 

(g) Sector 63, NOIDA Crossing, NH-24, Ghaziabad; 

(h) Sector 62, NOIDA Crossing, NH-24, Ghaziabad; 

(j) CISF Crossing, Indirapuram, NH-24, Ghaziabad;

(k) Sarojini Naidu Marg, NH-24, Ghaziabad;

(l) Gaur Green City, Indirapuram, NH-24, Ghaziabad; and

(m) UP Gate Police Station, NH-24, Ghaziabad.


10. There are Bus Stands already there made by the concerned authorities on the side of Delhi along the Bus Route requested from Shivaji Stadium, Connaught Place, Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad and Back.


11. In view of the above, you are, once again, requested to start negotiations afresh between DTC and U.P. Roadways for the proposed DTC Bus Route from Shivaji Stadium, Connaught Place, Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad and Back so that this route could also be compromised between DTC & U.P. Roadways.  Bus Stands (Bus Stops) may also please be got made at the twelve places as mentioned at Para 9 (a) to (m) above.  By sanctioning this Bus Route/Bus Stands, you will help millions and millions of residents residing along NH-24 Corridor for which they all would be highly obliged to you.

Many thanks for sending the Officers of Indraprastha Gas Limited (IGL) on 25th March, 2014 for conducting the Technical Feasibility Survey of the Project (Mahagunpuram Phase I, NH–24, Ghaziabad), once again, for supplying Domestic PNG connections to the residents of Mahagunpuram Phase I, NH–24, Ghaziabad.  All the residents of Mahagunpuram Phase I, NH–24, Ghaziabad are highly obliged to you for this act of kindness.


4. It is understood that, after conducting the Technical Feasibility Survey on 25th March, 2014, the Officers of IGL were of the view that it is feasible to provide the Domestic PNG connections to the residents of Mahagunpuram Phase I, NH-24, Ghaziabad, after carrying out few modifications in and around the Society Complex.


5. As directed by you, MP-AOA (Mahagunpuram Apartment Owners Association, Mahagunpuram, NH 24, Mehrauli, Ghaziabad, Uttar Pradesh) Team had visited the Office of Indraprastha Gas Limited (IGL) at Sector 24, NOIDA, G.B. Nagar, Uttar Pradesh on 10th June, 2014 at 1430 hours and handed over the required Drawings of Mahagunpuram Phase I to the Officers of IGL.  


6. Kindly refer to your telecon of 23rd June, 2014 with the undersigned regarding signing of the Technical Agreement between Indraprastha Gas Limited (IGL), Mahagun Real Estate Private Limited (MREPL) and Mahagunpuram Apartment Owners Association (MP–AOA) about starting of work for laying of Domestic Piped Natural Gas (PNG) pipelines network at Mahagunpuram Phase I, NH–24, Mehrauli, Ghaziabad – 201002 (Uttar Pradesh).

PIPELINE WATER (FRESH WATER/GANGA WATER) FROM MUNICIPAL CORPORATION OF GHAZIABAD (NAGAR m GHAZIABAD) FOR THE RESIDENTS OF MAHAGUNPURAM, NH-24, MEHRAULI, GHAZIABAD – 201002, UTTAR PRADESH. Registry and Physical Possession of the Flats by the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh has been done with effect from NOVEMBER, 2012 onwards and majority of the residents have done their Registry and taken Physical Possession of their Flats by MARCH, 2013. (e) Interim reply dated 25th June, 2014 (copy attached please) received by me on 26th June, 2014 from Shri J.N. Barman, Director (Technical), National Capital Region Planning Board [Ministry of Urban Development], 1st Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 addressed to Mrs. Kalpana Awasthi, Commissioner, NCR Cell (UP), Town & Country Planning Department, Navyug Market, Commercial Building, II Floor, Ghaziabad (UP) – 201001 forwarding therewith my request 8th June, 2014 on the above subject for necessary action  :  "Board has received a copy of the representation from Shri Anand Kumar Sharma through email dated 08.06.2014 (copy enclosed), addressed to the Secretary (Ministry of Urban Development) and Chairman, DMRC regarding request to sanction metro line extension to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk and also sanction of metro stations at various stations at various important places along NH-24, Ghaziabad.  Since the matter is related to Ghaziabad Development Authority (GDA) / Govt. of Uttar Pradesh, it is requested that the representation may please be got examined by Govt. of U.P. / G.D.A. for necessary action and a suitable reply may be sent to the representationist under intimation to this Board".

I am grateful to Delhi Metro Rail Corporation Limited (operations@delhimetrorail.com and planning_dmrc@rediffmail.com); National Capital Region Planning Board and Ghaziabad Development Authority (helplinegda@gmail.com) for the above five interim replies.  In the above five interim replies, no definite timeframe has been given for sanction of Metro Line Extension up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk along NH-24, Ghaziabad alongwith Metro Stations at twelve important places along NH-24, Ghaziabad.  You are requested to kindly instruct the concerned to give definite timeframe for that, for which we all will be highly grateful to you.  


4. In this connection, I may state here that Metro Line Extension up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24 Ghaziabad is a part of Metro Line Extension up to Dasna, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24 Ghaziabad which is also mentioned in the Ghaziabad Development Authority's Official Website Link (http://demo.gdaghaziabad.com/schemes/Metro_GZB.pdf) [copy of GDA's Official Website Link on the above subject is attached please] and is pending for the last many years.  


5. In the past many years, scores of major Housing Projects have been completed along NH-24 Corridor, Ghaziabad starting from UP Gate, NH-24, Ghaziabad, Uttar Pradesh to Mehrauli, NH-24, Ghaziabad, Uttar Pradesh.  Millions and millions of residents have also started residing in these housing projects.  Some of the Areas are "Indirapuram, NH-24, Ghaziabad; Sector 62 and 63, NOIDA along NH-24; Siddhartha Vihar Yojana, NH-24, Ghaziabad; Crossing Republic, NH-24, Ghaziabad; ABES Engineering College, NH-24, Ghaziabad; Columbia Asia Hospital, NH-24, Ghaziabad; Ashiana's 'Golf Link', NH-24, Ghaziabad; Mahagun's 'Mahagunpuram, NH-24', Ghaziabad; Ansal's 'Tanushree, NH-24', Ghaziabad; ongoing Wave City, NH-24 (4500 acres project), Ghaziabad etc. 


6. To overcome the transport needs of millions and millions of residents residing along NH-24 Corridor (Ghaziabad), your goodself is requested to kindly sanction the extension of Metro Line up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24, Ghaziabad which will benefit millions and millions of residents residing along NH-24 for which they all would be highly obliged to you.  


7. In view of the above, it is also requested that Metro Stations along NH-24, Ghaziabad, Uttar Pradesh may kindly be sanctioned at the following twelve important places :- 


(a) UP Gate Police Station, NH-24, Ghaziabad.

(b) Gaur Green City, Indirapuram, NH-24, Ghaziabad;

(c) Sarojini Naidu Marg, NH-24, Ghaziabad;

(d) CISF Crossing, Indirapuram, NH-24, Ghaziabad;

(f) Sector 63, NOIDA Crossing, NH-24, Ghaziabad;
