Respected Sir,

 

1.      Kindly refer to my requests dated 6th January, 2013; 9th January, 2013; 7th May, 2013, 8th May, 2013; 28th May, 2013; 17th August, 2014 and 23rd August, 2014 on the above subject.  The above subject matter is pending since 2006.  I am, once again, requesting for the same.

 

2.      Kindly refer to replies dated 29th May, 2013 and 30th May, 2013 received from Ministry of Road Transport and Highways (MoRT&H)/ National Highways Authority of India (NHAI), as under :-

 

"The status of stretch of road mentioned in your query is as under :

 

(i)      Widening of NH-24 from UP Gate to Dasna : Fresh proposal for six laning of the stretch on EPC mode has been requested from State PWD.

 

(ii)      Apart from above, widening of NH-58 and greenfield expressway from Dasna to Meerut is proposed (to be executed by NHAI), the proposal is in appraisal stage".

 

3.      According to Request for Proposal (Letter of Invitation) dated 4th March, 2014 [Official Website Link of National Highways Authority of India (NHAI) : http://www.nhai.org/Doc/4mar14/RFP-DME.pdf], the Authority (National Highways Authority of India) shall endeavour to adhere to the following schedule {SCHEDULE OF BIDDING PROCESS  :  RFP (REQUEST FOR QUALIFICATION) FOR "DEVELOPMENT OF DELHI-MEERUT EXPRESSWAY AND OTHER CONNECTING ROADS INCLUDING 6/8-LANING OF NH-24 FROM KM 0 TO KM 49.923 (HAPUR BYPASS), 6-LANING OF NH-58 FROM KM 6.800 (DELHI - UP BORDER) TO KM 52.528 (MEERUT BYPASS) AND NH-235 FROM KM 0.360 TO 8.80 IN THE STATE OF DELHI & UTTAR PRADESH ON DBFOT (TOLL) BASIS UNDER NHDP PHASE-VI} :-

 

"Last date for receiving queries : 01.04.2014; Pre-Bid meeting : 02.04.2014 (11.00 hrs at NHAI HQ, New Delhi); Authority response to queries latest by 10.04.2014; Last Date of Sale of Tender Document : 05.06.2014 (upto 15.00hrs); Bid Due Date : 06.06.2014 (upto 11.00hrs); Opening of Bids : 06.06.2014 (upto 11.30hrs); Letter of Award (LOA) : Within 30 days of Bid Due Date; Validity of Bids : 120 days of Bid Due Date and Signing of Concession Agreement : Within 30 days of award of LOA (Letter of Award)".

 

4.      Also, kindly refer to reply dated 28th August, 2014 received from Shri Rajeev Yadav, General Manager (Tech), Expressway Division, National Highways Authority of India (NHAI) [rajeevyadav@nhai.org], as under :-

 

"Please refer to your email regarding widening of NH–24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna.  In this regard, it is to intimate you that the due date for receiving the bids was extended upto 15/07/2014, however, no bids were received.  The project is being restructured and shall be put to bid thereafter".

 

5.      In addition to above, kindly refer to News Article dated 6th September, 2014 in the Hindustan Times Newspaper, as under :-

 

"When bids opened for seven highway projects covering 830 km and costing Rs.17,368 crore, as per a build-operate-transfer (BOT) model in this financial year (2014-15), no bidders turned up.  The projects included the Delhi-Meerut Expressway (NH24 and 58) and the Eastern Peripheral Expressway.  Two of these projects would be rebid again on BOT and if no response is received, they would be taken up for execution under the engineering, procurement and construction (EPC) mode.  Other five projects are also being taken up for execution under this mode – with execution period estimated to be three years, says a senior official of the National Highways Authority of India (NHAI), on condition of anonymity.  The total project cost of Delhi-Meerut Expressway (NH24 and 58) is Rs.6,600 crore and Eastern Peripheral Expressway is Rs.4,800 crore, he says.  The award target set by NHAI is 5,000 km this fiscal, which includes projects to be awarded via BOT and EPC.  Since the market response to the BOT mode in the recent past has not been positive, if the projects taken up on this mode do not elicit the required response, they will be taken up on EPC, the official states.  BOT is an agreement between a private company and a governmental body. The agreement commits the private company to build and operate a facility such as a highway for a period of time and then transfer the ownership to the government.  EPC is the term used to describe contracts in which an engineering company assumes full responsibility for a project — engineering, material procurement and construction.  The contractor then delivers a functioning facility or asset to the client or the government.  It has been proposed that the stretch from NH24 up to UP Gate will be widened to 14 lanes from the present four, and the road between UP Gate and Dasna will be eight-laned. The next phase of the expressway will be built on a new alignment from Dasna to Meerut, a six-lane stretch joining the Meerut bypass".

 

6.      As per reply dated 28th August, 2014 received from NHAI/MoRT&H at Para 4 above, the due date for receiving the bids was extended upto 15th July, 2014, however, no bids were received.  The project is being restructured and shall be put to bid thereafter".   

 

7.      As per News Article dated 6th September, 2014 in the Hindustan Times Newspaper at Para 5 above, if no response is received again, then this Project [widening of NH 24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna] would be taken up for execution under the Engineering, Procurement and Construction (EPC) Mode with execution period estimated to be three years.

 

8.      By now, NHAI/MoRT&H might have decided about the starting and completion of the widening of NH–24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna, under BOT Mode or EPC Mode.

 

9.      In view of the above, I request your goodself to kindly forward an update about the latest position regarding the starting and completion of the widening of NH–24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna, under BOT Mode or EPC Mode, at the earliest since the subject matter is pending since 2006.
