I am giving you contact number for BSNL customer care (Local Exchange). if your call answered by them in few calls. then you can think it is good service. Try any other customer case services like Airtel, Idea, Tata.

Power Cut -
If you have BSNL connection you can check on every power cut. your net will be disconnected because there have not UPS into BSNL router ( Manahun Main BSNL Rounter as well as your router).

Also, please don't compare 4G wireless to a FTTH product. Delay is much less, and mainly, the bandwidth is not shared with "everyone else who are currently using it".
