(e)     Interim reply dated 9th October, 2014 (Reminder-1) [copy already attached/forwarded on 1st November, 2014] received from Shri J.N. Barman, Director (Technical), National Capital Region Planning Board [Ministry of Urban Development], 1st Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 addressed to Ms. Kalpana Awasthi, Commissioner, NCR Cell (UP), Town & Country Planning Department, Navyug Market, Commercial Building, II Floor, Ghaziabad (UP) – 201001 forwarding therewith my requests 8th June, 2014; 19th July, 2014; 3rd August, 2014, 25th August, 2014 and 7th September, 2014 on the above subject for examination and further necessary action  :  "Please refer to Board's letter dated 25th June, 2014 wherein the representation received through email dated 8th June, 2014 from Shri Anand Kumar Sharma was forwarded to NCR Planning & Monitoring Cell, Government of Uttar Pradesh, requesting sanction of metro line extension to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk and also sanction of metro stations at various important places along NH-24, Ghaziabad.  Board has received emails dated 19th July, 2014; 3rd August, 2014; 25th August, 2014 and 7th September, 2014 (addressing to Principal Secretary, Housing & Urban Development, Government of Uttar Pradesh and Vice Chairman, Ghaziabad Development Authority and copy to Commissioner, NCR Planning & Monitoring Cell, Uttar Pradesh) from the representationist, Shri Anand Kumar Sharma, on the above mentioned subject.  It is again requested that the above representation may please be examined by the Government of Uttar Pradesh/GDA and be intimated to the representationist under intimation to the Board".

Barman, Director (Technical), NCRPB, New Delhi and to the undersigned].

 

(g)     Interim Replies dated 12th April, 2015 and 15th May, 2015 received from Delhi Metro Rail Corporation Limited, New Delhi (helpline@dmrc.org  and operations@delhimetrorail.com)   :  "Thanks for sparing your valuable time and writing to us.  Your feedback is valuable and important to us.  Your complaint/suggestion has been received and is being sent to the concerned department/authority.  We will revert soon.  Kindly bear with us".

 

3.      I am grateful to Delhi Metro Rail Corporation Limited; National Capital Region Planning Board; Ghaziabad Development Authority and NCR Cell (UP), Town & Country Planning Department for the above interim replies at Para 2 above.  In the above interim replies, no definite timeframe has been given for sanction of Metro Line Extension up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk along NH-24, Ghaziabad alongwith Metro Stations at twelve important places along NH-24, Ghaziabad.  You are requested to kindly instruct the concerned to give definite timeframe for that, for which we all will be highly grateful to you. 

 

4.      In this connection, I may state here that requested Metro Line Extension up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24 Ghaziabad is a part of Metro Line Extension up to Dasna, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24, Ghaziabad (Copy of GDA's Plan for this Metro Line Extension is attached) and is pending for the last many years. 

 

5.      I would request you to kindly sanction the whole stretch from Vaishali/Dabur Chowk, Ghaziabad to Dasna, NH-24, Ghaziabad along NH-24, but, in the meantime, if it will take considerable time for sanction of this whole stretch, then I would request you, for the time being, kindly sanction the requested Metro Line Extension stretch from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad to Mehrauli, NH-24, Ghaziabad along NH-24 along with the requested Metro Stations as mentioned at Para 8 below as this stretch has been fully inhabited by millions of residents for which they all will be highly grateful to you.

 

6.      In the past many years, scores of major Housing Projects have been completed along NH-24 Corridor, Ghaziabad starting from UP Gate, NH-24, Ghaziabad, Uttar Pradesh to Mehrauli, NH-24, Ghaziabad, Uttar Pradesh.  Millions of residents have also started residing in these housing projects.  Some of the Areas are "Indirapuram, NH-24, Ghaziabad; Sector 62 and 63, NOIDA along NH-24; Siddhartha Vihar Yojana, NH-24, Ghaziabad; Crossing Republic, NH-24, Ghaziabad; ABES Engineering College, NH-24, Ghaziabad; Columbia Asia Hospital, NH-24, Mehrauli, Ghaziabad; Ashiana's 'Golf Link', NH-24, Mehrauli, Ghaziabad; Aditya World, NH-24, Mehrauli, Ghaziabad; Wave City, NH-24, Mehrauli, Ghaziabad; Mahagun's 'Mahagunpuram, NH-24', Mehrauli, Ghaziabad; Ansal's 'Tanushree, NH-24', Mehrauli, Ghaziabad; etc.


7.      To overcome the transport needs of millions of residents residing along NH-24 Corridor (Ghaziabad), you are requested to kindly sanction the extension of Metro Line up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24, Ghaziabad which will benefit millions of residents residing along NH-24 for which we all will be highly obliged to you.  

 

8.      In view of the above, it is also requested that Metro Stations along NH-24, Ghaziabad, Uttar Pradesh may also kindly be sanctioned at the following twelve important places :-

 

(a)     UP Gate Police Station, NH-24, Ghaziabad.

(b)     Gaur Green City, Indirapuram, NH-24, Ghaziabad;

(c)     Sarojini Naidu Marg, NH-24, Ghaziabad;

(d)     CISF Crossing, Indirapuram, NH-24, Ghaziabad;

(e)     Sector 62, NOIDA Crossing, NH-24, Ghaziabad;

(f)      Sector 63, NOIDA Crossing, NH-24, Ghaziabad;

(g)     Siddhartha Vihar, NH-24, Ghaziabad;

(h)     Vijay Nagar Bypass, NH-24, Ghaziabad;

(j)      ABES Engineering College/Crossings Republic, NH-24;

(k)     Lal Kuan, NH-24, Ghaziabad;

(l)      Columbia Asia Hospital, NH-24, Ghaziabad; and

(m)    Mahagunpuram, NH-24, Mehrauli, Ghaziabad.

 

9.      In the News Articles (English and Hindi) of October, 2014 (copies already attached on 1st November, 2014), it has also been mentioned that the above requested Metro Route from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24, Ghaziabad to Hapur via Mehrauli, NH-24, Ghaziabad is under active consideration of the concerned authorities.  I request you to kindly sanction it urgently and issue instructions to the concerned authorities to prepare the D.P.R for the alignment mentioned above for which we all would be highly grateful to you.

 

10.    In view of the fact that the above subject matter is pending for the last many years and also that the above requested Metro Route is under discussion stage as mentioned by GDA at Para 2 (d) above, you are, once again, requested to kindly instruct the concerned to prepare D.P.R for the alignment mentioned in my above request at the earliest and also sanction the extension of Metro Line at least up to Mehrauli, NH-24, Ghaziabad from Vaishali, Ghaziabad/Dabur Chowk, Ghaziabad along NH-24, Ghaziabad alongwith Metro Stations at the twelve important places as mentioned at Para 8 (a) to (m) above so that discussion stage should become implementation stage soon with concrete action by GDA and all other Agencies (I am also requesting to all the concerned Agencies involved for the above requested Metro Route so that further delay should not occur in this regard).  By sanctioning this Metro Rail Route along with Metro Stations along NH-24, Ghaziabad (Copy of GDA's Plan for this Metro Line Extension is attached), you will help millions of residents residing along NH-24 Corridor, Ghaziabad, for which we all will be highly obliged to all.

Elections for UP Assembly are due in 2017.  News are being published in the Newspapers and also intimating the public at various Forums about the progress regarding widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna whereas the subject matter is pending with the parties/concerned authorities since 2006.

Now, after these advertisements in the newspapers, hoping that the widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna will start soon.

"Please refer to your email regarding widening of NH–24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna.  In this regard, it is to intimate you that the due date for receiving the bids was extended upto 15/07/2014, however, no bids were received.  The project is being restructured and shall be put to bid thereafter".

 

5.      In addition to above, kindly refer to News Article dated 6th September, 2014 in the Hindustan Times Newspaper, as under :-

 

"When bids opened for seven highway projects covering 830 km and costing Rs.17,368 crore, as per a build-operate-transfer (BOT) model in this financial year (2014-15), no bidders turned up.  The projects included the Delhi-Meerut Expressway (NH-24 and 58) and the Eastern Peripheral Expressway.  Two of these projects would be rebid again on BOT and if no response is received, they would be taken up for execution under the engineering, procurement and construction (EPC) mode.  Other five projects are also being taken up for execution under this mode – with execution period estimated to be three years, says a senior official of the National Highways Authority of India (NHAI), on condition of anonymity.  The total project cost of Delhi-Meerut Expressway (NH-24 and 58) is Rs.6,600 crore and Eastern Peripheral Expressway is Rs.4,800 crore, he says.  The award target set by NHAI is 5,000 km this fiscal, which includes projects to be awarded via BOT and EPC.  Since the market response to the BOT mode in the recent past has not been positive, if the projects taken up on this mode do not elicit the required response, they will be taken up on EPC, the official states.  BOT is an agreement between a private company and a governmental body. The agreement commits the private company to build and operate a facility such as a highway for a period of time and then transfer the ownership to the government.  EPC is the term used to describe contracts in which an engineering company assumes full responsibility for a project — engineering, material procurement and construction.  The contractor then delivers a functioning facility or asset to the client or the government.  It has been proposed that the stretch from NH-24 up to UP Gate will be widened to 14 lanes from the present four, and the road between UP Gate and Dasna will be eight-laned. The next phase of the expressway will be built on a new alignment from Dasna to Meerut, a six-lane stretch joining the Meerut bypass".

 

6.      As per News Article dated 6th September, 2014 in the Hindustan Times Newspaper at Para 5 above, if no response is received again, then this Project [widening of NH 24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna] would be taken up for execution under the Engineering, Procurement and Construction (EPC) Mode with execution period estimated to be three years.

 

7.      In November 2014, Hon'ble Minister of State for External Affairs / Overseas Indian Affairs and Hon'ble Member of Parliament (Lok Sabha : Ghaziabad Constituency) in a function at Ghaziabad has stated that all the formalities regarding widening of NH-24 have been completed and the work relating to widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna will start from January, 2015 (Website Link dated 17th November 2014 : http://navbharattimes.indiatimes.com/…/article…/45169858.cms).

 

8.      In view of the above, I request your goodself to kindly also confirm about the latest progress regarding the starting and completion of the widening of NH–24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna at the earliest.

 

9.      Kindly acknowledge and also please confirm that the work relating to widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna has been started or not.  If it has not started yet, then when the work relating to this will start and complete as already considerable delay has happened in this regard.  We all will be highly grateful to you all for that.

1.      Kindly refer to my requests dated 25th April, 2015 and 9th May, 2015 on the above subject.  I am, once again, requesting for the same.

 

2.      Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited) started booking of Flats for their Project 'Mahagunpuram' at NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh with effect from May, 2009 onwards.

 

3.      Registry and Physical Possession of the Flats by the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh had been done with effect from November, 2012 onwards and majority of the residents have done their Registry from Registration Office (Office of the Treasury, Ghaziabad), Tehsil, Ghaziabad, Uttar Pradesh and also taken Physical Possession of their Flats from the Builder by March, 2013 by paying all the Payments/Charges/Taxes, Stamp Duty, etc due to be paid by residents [as told by the Builder :  Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited)] to all the concerned Agencies {including Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited); Central Government, State Government of Uttar Pradesh; Registration Office (Office of the Registry, Ghaziabad), Tehsil, Ghaziabad; etc}.


4.      Also, our MP-AOA [Mahagunpuram Apartment Owners Association], Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh] had been registered with the Competent Authority in December, 2013.

 

5.      At present, there are only two lifts provided / installed for all the Blocks (Towers) of Mahagunpuram, NH-24, Mehrauli, Ghaziabad, Uttar Pradesh for the residents of Mahagunpuram, NH-24.  The residents are facing great difficulties regarding this.  The ratio of lifts with regard to the number of floors for all the Blocks (Towers) of Mahagunpuram, NH-24 is very low as too much hardship is being faced by the residents of Mahagunpuram, NH-24 due to this.  At least, one more lift (third lift) should be provided / installed for all the Blocks (Towers) of Mahagunpuram, NH-24 for the residents so that the residents could not face difficulties in future as they are facing presently.  There is already provision for that and also the fact that there is enough space for two more lifts adjacent to the present two lifts in all the Blocks (Towers) of Mahagunpuram, NH-24 so that at least one more lift (third lift) can be provided / installed immediately for the benefits of residents of Mahagunpuram, NH-24 for which we all will be highly grateful to you all.

 

6.      In view of the above, it is requested that necessary instructions may please be issued to the concerned officers / officials to take necessary permissions from the concerned authorities for providing one more lift (third lift) for all the Blocks (Towers) of Mahagunpuram, NH-24, Mehrauli, Ghaziabad at the earliest so that the residents of Mahagunpuram, NH-24, Ghaziabad could not face difficulties in future as they are facing presently.  We all will be highly grateful to you all for that.
