Ahead of UP polls, NDA fast-tracks NH-24 work

NEW DELHI: With eyes firmly set on the 2017 Uttar Pradesh assembly elections, the NDA government has decided to speed up the widening of NH-24 that runs from the national capital through large parts of the northern state. Though the proposal has been in the drawing board for several years, NHAI is set to invite tenders for widening the Delhi (Nizamuddin Bridge) to Hapur stretch of this highway to 14 lanes within a fortnight.

Sources in NHAI and road transport ministry confirmed that the packages for awarding this work have been finalized, which would require Rs 2,800 crore investment. "The existing highway, which is on the embankment, will be converted into a non-stop access-controlled expressway (few entry and exits) and commuters using this stretch will pay toll. There will be minor widening of the existing corridor. Under this project, four lanes on each side will be built along the dedicated expressway. Commuters don't need to pay for using these lanes," said an NHAI official.

Once completed this widened 49-km stretch will bring much needed relief to lakhs of commuters, particularly officer goers, who face daily long traffic jams between Lal Kuan and Mayur Vihar-II. Moreover, the dedicated expressway at the median will reduce the travel time to tourist places including Nainital and Corbett. This is one of the most congested highways in the country.

Moreover, to expedite the construction, the stretch has been divided into three packages. The first package is from Nizamuddin bridge on Ring Road to Delhi-UP border. The second package will cover Delhi border to Dasna and the third one will be Dasna to Hapur. "We have already sent the estimate for the third stretch costing around Rs 940 crore. The estimates of the other two packages will be sent in the next couple of days," said an NHAI official.

Since no fresh land acquisition is required for this project, officials are confident of starting work soon.

According to officials, the project will be built on the recently finalized "hybrid annuity" model. In this model, government takes the risk of revenue and toll-able traffic. Moreover, government provides 40% of the cost to the developer up front during construction.

"So, the developer needs to put less equity and will also need less loan from banks and financial institutions. Since the developer is assured of the payment that will be made in installments, they face no risk while taking such projects. The project will be bid out without any hitch," said a road ministry official.

Metro work stalled, Gadkari holds meeting to sort out issue

The scheme to widen NH-24 to 14 lanes has come in the way of ongoing construction on Line-7 (Majlis Park to Mukundpur via Mayur Vihar) of Delhi Metro corridor at two spots on this highway after the road ministry asked DMRC to stop work of building pillars. While ministry has claimed that they had put a condition while giving approval to the Metro work that in future they have make changes in case of a need, DMRC has said that making any change now will delay the completion by six months. Road ministry wants DMRC to increase the spans at two locations so that the highway can be widened and it has also offered to bear the extra cost for this. With no solution found in rounds of meeting, road transport minister has called a meeting with DMRC and urban development ministry officials to resolve the issue.
