2.      Also, kindly refer to IGL's replies dated 3^rd February, 2014 and 13^th March, 2014 regarding supplying of Domestic Piped Natural Gas (PNG) connections to the residents of Mahagunpuram Phase I, NH-24, Ghaziabad, Uttar Pradesh.

 

3.      In addition to above, kindly also refer to your positive reply dated 7^th July, 2014 at 8:30 A.M. (0830 Hours) to the undersigned, as under :-

 

"I have already explained to Mr Sheetal Tyagi the process and our full support for any modification if needed from Project to implement the PNG at PH-I of Mahagun Puram.  You organise the date and time for the tripartite signing off of the Agreement between all of us and let me know". 

 

4.      Many thanks for agreeing your full support for constructional modification work for laying of Domestic PNG Pipelines Network at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad, Uttar Pradesh and also approving to sign the Technical Agreement between Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited); Indraprastha Gas Limited (IGL) and Mahagunpuram Apartment Owners Association (MP-AOA).  We all are grateful to you for this.

 

5.      In the meeting of 3^rd September, 2014, which was held at Mahagunpuram Club, Mahagunpuram, NH-24, Mehrauli, Ghaziabad, between the Officers/Officials/Executive Members of Indraprashtha Gas Limited (IGL); Builder [Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited)] and Mahagunpuram Apartment Owners Association (MP-AOA), it was agreed by the Builder that the Builder will start the constructional modification work (as suggested and approved by the IGL) for laying Domestic PNG Connections Pipelines Network at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad from the month of September, 2014 itself and the constructional modification work will be completed within one month by the Builder.  In the meeting of 3^rd September, 2014, it was also agreed by the IGL that, after the completion of constructional modification work by the Builder, IGL will start the further laying of Domestic PNG Connections Pipelines Network/installation of Meters, etc for all the residents of all the Flats (Blocks/Towers) at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad.

 

6.      Kindly refer to your positive reply dated 10^th November, 2014 at 11:51 A.M. (1151 hours) to the undersigned, as under :-

 

"As it is there was no provision made for supplying PNG connectivity in Ph-1.  However, after due deliberation and convincing as promised, the design is being worked out in such a manner to avoid inconvenience to either the residents or the project who has to execute the pipeline laying and provide the safety of the pipeline over the surface. It is a matter of safety concerns for all.  We are looking into the aspect which shall be finalized by end November 2014".

 

7.      Many thanks for your above positive response dated 10^th November, 2014 at Para 6 above.  We all are grateful for your above positive response.

 

8.      Aspect of safety concerns for all was also discussed by the IGL, Builder (Mahagun Group) and MP-AOA on 3^rd September, 2014.  Only after that, it was agreed by all to sanction 'Domestic PNG connections for the residents of Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad, Uttar Pradesh'.

 

9.      Constructional modification work for Domestic PNG Pipelines Connections Network for the residents of Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad was started by the Builder in December, 2014 adjacent to Bhagirithi Block (Tower), Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad.  Photographs of constructional modification work started by the Builder in December 2014 are attached for information, perusal and further necessary action.  Thereafter, the constructional modification work was abruptly stopped by the concerned officers/officials/agencies of the Builder.  It is, once again, requested that necessary instructions to the concerned officers/officials/agencies may please be given to re-start and complete the constructional modification work for Domestic PNG Pipelines Connections Network for the residents of Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad which was started by them in December 2014, so that Indraprastha Gas Limited (IGL) can start further laying of Domestic PNG Connections Pipelines Network/installation of Meters, etc for all the residents of all the Flats (Blocks/Towers) at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad as considerable delay has already happened in this regard.  We all will be highly grateful to you for that. 

 

10.    In view of the promises and positive responses (in writing by the Builder) on 7^th July, 2014; 3^rd September, 2014 & 10^th November, 2014 and also the fact that the construction modification work was also started by the Builder in December 2014, it is requested that instructions may please be issued to the concerned officers/officials/agencies to re-start and complete the constructional modification work (as promised) for laying of Domestic PNG Pipelines Network at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad, Uttar Pradesh with immediate effect positively and also instruct them to complete it at the earliest, so that no further delay should occur in this regard as already considerable delay has been occurred regarding this.  Thereafter, IGL will start further laying of Domestic PNG Connections Pipelines Network/installation of Meters, etc for all the residents of all the Flats (Blocks/Towers) at Mahagunpuram Phase I, NH-24, Mehrauli, Ghaziabad, only after the completion of the constructional modification work by the Builder.  We all will be highly grateful to you for that.

1.      Kindly refer to my requests dated 6^th January, 2013; 9^th January, 2013; 7^th May, 2013, 8^th May, 2013; 28^th May, 2013; 17^th August, 2014; 23^rd August, 2014; 8^th November, 2014; 6^th December, 2014 and 26^th December, 2014 on the above subject.  The above subject matter is pending since 2006.  I am, once again, requesting for the same.

 

2.      Kindly refer to replies dated 29^th May, 2013 and 30^th May, 2013 received from Ministry of Road Transport and Highways (MoRT&H)/ National Highways Authority of India (NHAI), as under :-

 

"The status of stretch of road mentioned in your query is as under :

 

(i)      Widening of NH-24 from UP Gate to Dasna : Fresh proposal for six laning of the stretch on EPC mode has been requested from State PWD.

 

(ii)      Apart from above, widening of NH-58 and greenfield expressway from Dasna to Meerut is proposed (to be executed by NHAI), the proposal is in appraisal stage".

 

3.      According to Request for Proposal (Letter of Invitation) dated 4^th March, 2014 [Official Website Link of National Highways Authority of India (NHAI) : http://www.nhai.org/Doc/4mar14/RFP-DME.pdf], the Authority (National Highways Authority of India) shall endeavour to adhere to the following schedule {SCHEDULE OF BIDDING PROCESS  :  RFP (REQUEST FOR QUALIFICATION) FOR "DEVELOPMENT OF DELHI-MEERUT EXPRESSWAY AND OTHER CONNECTING ROADS INCLUDING 6/8-LANING OF NH-24 FROM KM 0 TO KM 49.923 (HAPUR BYPASS), 6-LANING OF NH-58 FROM KM 6.800 (DELHI - UP BORDER) TO KM 52.528 (MEERUT BYPASS) AND NH-235 FROM KM 0.360 TO 8.80 IN THE STATE OF DELHI & UTTAR PRADESH ON DBFOT (TOLL) BASIS UNDER NHDP PHASE-VI} :-

 

"Last date for receiving queries : 01.04.2014; Pre-Bid meeting : 02.04.2014 (11.00 hrs at NHAI HQ, New Delhi); Authority response to queries latest by 10.04.2014; Last Date of Sale of Tender Document : 05.06.2014 (upto 15.00hrs); Bid Due Date : 06.06.2014 (upto 11.00hrs); Opening of Bids : 06.06.2014 (upto 11.30hrs); Letter of Award (LOA) : Within 30 days of Bid Due Date; Validity of Bids : 120 days of Bid Due Date and Signing of Concession Agreement : Within 30 days of award of LOA (Letter of Award)".

 

4.      Also, kindly refer to reply dated 28^th August, 2014 received from Shri Rajeev Yadav, General Manager (Tech), Expressway Division, National Highways Authority of India (NHAI) [rajeevyadav@nhai.org], as under :-

 

"Please refer to your email regarding widening of NH–24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna.  In this regard, it is to intimate you that the due date for receiving the bids was extended upto 15/07/2014, however, no bids were received.  The project is being restructured and shall be put to bid thereafter".

 

5.      In addition to above, kindly refer to News Article dated 6^th September, 2014 in the Hindustan Times Newspaper, as under :-

 

"When bids opened for seven highway projects covering 830 km and costing Rs.17,368 crore, as per a build-operate-transfer (BOT) model in this financial year (2014-15), no bidders turned up.  The projects included the Delhi-Meerut Expressway (NH-24 and 58) and the Eastern Peripheral Expressway.  Two of these projects would be rebid again on BOT and if no response is received, they would be taken up for execution under the engineering, procurement and construction (EPC) mode.  Other five projects are also being taken up for execution under this mode – with execution period estimated to be three years, says a senior official of the National Highways Authority of India (NHAI), on condition of anonymity.  The total project cost of Delhi-Meerut Expressway (NH-24 and 58) is Rs.6,600 crore and Eastern Peripheral Expressway is Rs.4,800 crore, he says.  The award target set by NHAI is 5,000 km this fiscal, which includes projects to be awarded via BOT and EPC.  Since the market response to the BOT mode in the recent past has not been positive, if the projects taken up on this mode do not elicit the required response, they will be taken up on EPC, the official states.  BOT is an agreement between a private company and a governmental body. The agreement commits the private company to build and operate a facility such as a highway for a period of time and then transfer the ownership to the government.  EPC is the term used to describe contracts in which an engineering company assumes full responsibility for a project — engineering, material procurement and construction.  The contractor then delivers a functioning facility or asset to the client or the government.  It has been proposed that the stretch from NH-24 up to UP Gate will be widened to 14 lanes from the present four, and the road between UP Gate and Dasna will be eight-laned. The next phase of the expressway will be built on a new alignment from Dasna to Meerut, a six-lane stretch joining the Meerut bypass".

 

6.      As per News Article dated 6^th September, 2014 in the Hindustan Times Newspaper at Para 5 above, if no response is received again, then this Project [widening of NH 24 from UP Gate (Delhi–UP Border) to Dasna and from UP Gate (Delhi–UP Border) to Meerut via Dasna] would be taken up for execution under the Engineering, Procurement and Construction (EPC) Mode with execution period estimated to be three years.

 

7.      In November 2014, Hon'ble Minister of State for External Affairs / Overseas Indian Affairs and Hon'ble Member of Parliament (Lok Sabha : Ghaziabad Constituency) in a function at Ghaziabad has stated that all the formalities regarding widening of NH-24 have been completed and the work relating to widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna will start from January, 2015 (Website Link dated 17^th November 2014 : http://navbharattimes.indiatimes.com/…/article…/45169858.cms).

 

8.      In view of the above, I request your goodself to kindly also confirm about the latest progress regarding the starting and completion of the widening of NH–24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna at the earliest.

 

9.      Kindly acknowledge and also please confirm that the work relating to widening of NH-24 from UP Gate (Delhi-UP Border) to Dasna and from UP Gate (Delhi-UP Border) to Meerut via Dasna has been started or not from January, 2015.  If it has not started yet, then when the work relating to this will start and complete as already considerable delay has happened in this regard.  We all will be highly grateful to you all for that.

SUBJECT : REQUEST FOR PROVIDING SEWER CONNECTION / PROPER DRAINAGE SYSTEM FOR MAHAGUNPURAM, NH-24, MEHRAULI, GHAZIABAD – 201002, UTTAR PRADESH FROM MUNICIPAL CORPORATION OF GHAZIABAD (NAGAR NIGAM GHAZIABAD).

 

Respected Sir,

 

1.      Kindly refer to my requests dated 15^th November, 2014; 29^th November, 2014; 30^th December, 2014; 1^st January, 2015 and 3^rd January, 2015 on the above subject.  I am, once again, requesting for the same.

 

2.      Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited) started booking of Flats for their Project 'Mahagunpuram' at NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh with effect from May, 2009 onwards.

 

3.      Registry and Physical Possession of the Flats by the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh had been done with effect from November, 2012 onwards and majority of the residents have done their Registry from Registration Office (Office of the Treasury, Ghaziabad), Tehsil, Ghaziabad, Uttar Pradesh and also taken Physical Possession of their Flats from the Builder by March, 2013 by paying all the Payments/Charges/Taxes, Stamp Duty, etc due to be paid by residents [as told by the Builder :  Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited)] to all the concerned Agencies {including Mahagun Group : Mahagun India Private Limited (Mahagun Real Estate Private Limited); Central Government, State Government of Uttar Pradesh; Registration Office (Office of the Registry, Ghaziabad), Tehsil, Ghaziabad; etc}.

4.      Also, our MP-AOA [Mahagunpuram Apartment Owners Association], Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh] had been registered with the Competent Authority in December, 2013.

 

5.      It is also hoped that Mahagun Group must have taken all the required clearances/completion certificate for the Project 'Mahagunpuram' from all the concerned Agencies (Central Government, State Government of Uttar Pradesh; Ghaziabad Development Authority; Ghaziabad Nagar Nigam; Uttar Pradesh Jal Nigam; Ghaziabad Jal Board; etc) before the Registry of the Flats / Physical Possession of the Flats to the residents of Mahgunpuram, so that Sewer Connection / Proper Drainage System should have been provided to the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad – 201002, Uttar Pradesh.

 

6.      Till date, no Sewer Connection / Proper Drainage System has been provided to the residents of Mahagunpuram, NH-24, Ghaziabad, Uttar Pradesh even though the residents of Mahagunpuram have taken physical possession of their Flats after Registry and also by paying all the dues/stamp duty to the concerned agencies [as told to the residents by the Builder at the time of Registry/Physical Possession of the Flats at Mahagunpuram].

 

7.      Shri S.S. Verma, Officer of Ghaziabad Development Authority (GDA), Vikas Path, Ghaziabad had addressed a letter dated 27^th December, 2014 (copy attached for information, perusal and further necessary action please) to Shri Amit Jain, Director, Mahagunpuram, NH-24, Mehrauli, Ghaziabad (with a copy of it to me for information) forwarding therewith my request on the above subject to him with directions to him to solve the problems being faced by the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad on the above subject at his level.

 

8.      On 02 January 2015, I had received a reply from the Office of Vice Chairman, Ghaziabad Development Authority (GDA) [helplinegda@gmail.com], as under :-

 

"Regarding this matter, please contact – 9711364673 Shri S.S. Verma, Officer, GDA".

 

9.      After receiving the above reply dated 02 January 2015, I spoke with Shri S.S. Verma, Officer, GDA today (03 January 2015).  He had already given directions by writing letter to Builder for solving the problems being faced by the residents of Mahagunpuram, NH-24, Mehrauli, Ghaziabad regarding 'providing Sewer Connection / Proper Drainage System' for them.

 

10.    In view of the above, it is requested that necessary instructions may please be issued to the concerned officers/officials so that the residents of Mahagunpuram, NH-24, Ghaziabad should be provided 'Sewer Connection / Proper Drainage System' at the earliest by the Ghaziabad Nagar Nigam (Municipal Corporation of Ghaziabad) as already considerable delay has been occurred in this regard.  We all will be highly grateful to you for that.
