Subject : Request for Sanctioning of DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi / New Delhi Railway Station to Mehrauli Railway Station, NH-24, Mehrauli, Ghaziabad (Uttar Pradesh) & Back & Back and Bus Stands (Bus Stops) at various places along NH-24, Ghaziabad, Uttar Pradesh/Delhi.
1. Kindly refer to my requests dated 10th April, 2013; 15th April, 2013; 21st April, 2013; 27th April, 2013; 3rd June, 2013; 24th June, 2013; 20th July, 2013; 18th August, 2013; 29th September, 2013; 2nd November, 2013; 23rd November, 2013; 19th December, 2013; 11th January, 2014; 1st February, 2014; 25th February, 2014; 22nd March, 2014; 4th April, 2014; 16th April, 2014; Speed Post Letter dated 5th May, 2014; 16th May, 2014; 30th June, 2014; 12th July, 2014; 2nd August, 2014; 3rd September, 2014; 8th October, 2014; 20th October, 2014; 6th November, 2014; 20th November, 2014; 20th December, 2014; 3rd April, 2015; 10th May, 2015; 10th July, 2015 and Speed Post Letter dated 4th October, 2015 on the above subject. I am, once again, requesting for the same.
2. Also, kindly refer to five interim replies dated 27th April, 2013; 14th June, 2013; 2nd August, 2013; 11th January, 2014 and 18th January, 2014 received from DTC (Dtc Scindia House <dtc_trdeptt@yahoo.in>) on the above subject. No definite timeframe has been given by DTC for starting the above Bus Route and also making of Bus Stands at various places along NH-24, Ghaziabad, Uttar Pradesh. Kindly give definite timeframe for that, for which we all will be highly grateful to you.
3. A bench of Chief Justice N V Ramana and Justice Pradeep Nandrajog of the Delhi High Court in September, 2013 on a PIL filed by a resident of Vaishali, Ghaziabad (Shri Mohan Singh) regarding allowing Public Transport on NH-24 between Delhi and Uttar Pradesh [News article published in The Time of India dated 20th September, 2013 : "PIL SEEKS CITY BUSSES ON NH-24 : Link – http://timesofindia.indiatimes.com/city/delhi/PIL-seeks-city-buses-on-NH-24/articleshow/22774932.cms] directed in their interim order as under :-
"Direct the Respondents (State Governments of Delhi and Uttar Pradesh) to undertake the process of reviewing the list of routes under the Reciprocal Common Transport Agreement, 2008 keeping in view the development of residential colonies in Ghaziabad".
4. In addition to above, kindly also refer to the four letters dated 8th May, 2014 (two letters) and 10th September, 2014 (Reminder-1 : two letters) [copies of all the four letters are attached for information, perusal and further necessary action] received from the Director (Tech.), National Capital Region Planning Board [Ministry of Urban Development], First Floor, Core – IV B, India Habitat Centre, Lodhi Road, New Delhi – 110003 addressed to the concerned authorities for examination and appropriate action at the earliest.
5. In the past many years, scores of major Housing Projects have been completed along NH-24 corridor starting from UP Gate, NH-24, Ghaziabad, Uttar Pradesh to Mehrauli Railway Station, NH-24, Ghaziabad, Uttar Pradesh. Millions and millions of residents have also started residing in these housing projects. Some of the Areas are "Indirapuram, NH-24, Ghaziabad; Sector 62 and 63, NOIDA along NH-24; Siddhartha Vihar Yojana, NH-24, Ghaziabad; Crossing Republic, NH-24, Ghaziabad; ABES Engineering College, NH-24, Ghaziabad; Columbia Asia Hospital, NH-24, Ghaziabad; Ashiana's 'Golf Link', NH-24, Ghaziabad; Mahagun's 'Mahagunpuram, NH-24', Ghaziabad; Ansal's 'Tanushree, NH-24', Ghaziabad; ongoing Wave City, NH-24 (4500 acres project), Ghaziabad, etc.
6. In view of the above, it is also requested that instructions to the concerned may please be issued for making Bus Stands (Bus Stops) on both sides of NH-24, Ghaziabad, Uttar Pradesh at the following places so that the Busses already plying on NH-24 (till the above requested Bus Route is started) can also stop at the following Bus Stands (Bus Stops) :-
(a) Mahagunpuram Gate, NH-24, Mehrauli, Ghaziabad;
(b) Columbia Asia Hospital, NH-24, Ghaziabad;
(c) Lal Kuan, NH-24, Ghaziabad;
(d) ABES Engineering College/Crossing Republic, NH-24;
(e) Vijay Nagar Bypass, NH-24, Ghaziabad;
(f) Siddhartha Vihar, NH-24, Ghaziabad;
(g) Sector 63, NOIDA Crossing, NH-24, Ghaziabad;
(h) Sector 62, NOIDA Crossing, NH-24, Ghaziabad;
(j) CISF Crossing, Indirapuram, NH-24, Ghaziabad;
(k) Sarojini Naidu Marg, NH-24, Ghaziabad;
(l) Gaur Green City, Indirapuram, NH-24, Ghaziabad; and
(m) UP Gate Police Station, NH-24, Ghaziabad.
7. There are Bus Stands already there made by the concerned authorities on the side of Delhi along the Bus Route requested from Shivaji Stadium, Connaught Place, Delhi/New Delhi Railway Station to Mehrauli Railway Station, NH-24, Ghaziabad and Back.
8. On 17th October, 2014, our MP-AOA (Mahagunpuram Apartment Owners Association), Mahagunpuram, NH-24, Mehrauli, Ghaziabad, Uttar Pradesh – 201002 had received a telephone call from Telephone Number : 011 – 24197900 from the Office of Hon'ble Minister of State for External Affairs / Overseas Indian Affairs and Hon'ble Member of Parliament (Lok Sabha : Ghaziabad Constituency) that the above requests have been forwarded by their Office to the Office of Hon'ble Minister for Road Transport and Highways (MoRT&H) for further necessary action and Office of Hon'ble Minister for Road Transport and Highways had forwarded the above requests to the Office of Chairman-cum-Managing Director, Delhi Transport Corporation (DTC), New Delhi for review and further necessary action. We all are grateful for this positive response. Also, by now, a final decision regarding sanctioning/starting of this Bus Route from Shivaji Stadium, Connaught Place, New Delhi / New Delhi Railway Station to Mehrauli Railway Station, NH-24, Mehrauli, Ghaziabad and back along with the requested Bus Stands (Bus Stops) might have been taken. Kindly confirm.
9. Ghaziabad, Uttar Pradesh is already an 'NCR (National Capital Region) City' since 1985 and the cities which comes under 'NCR' should have all the same common excellent facilities/infrastructure, like Excellent Roads/Widened Highways connected with Delhi and other NCR Cities; Common Transport System [Bus (DTC, UPSRTC, Autos, taxis, cabs, etc), Rail, Metro Extensions, etc) with Delhi and other NCR Cities; Safe Drinking Water for all; Sewer Connections for all; 24 Hour Electricity for all; etc.
10. On 27 August 2015, Central Government releases list of 98 Smart Cities which also includes Ghaziabad, Uttar Pradesh as a 'Smart City'. Smart City 'Ghaziabad, Uttar Pradesh' will realize the dream of the perfect life. The motive of each Smart City is one to accelerate economic growth and provide a better life to the citizens of the Smart City which includes sufficient water supply/water management; 24 hours power; affordable housing; pure climate; sanitation; waste management; sewer connections; better public transport (road, rail, metro, autos, taxis, cabs etc); digitization, e-governance; e-hospital (medicine, providing treatment and medical advice online, via the internet and smartphones make people aware of diseases); improved traffic; civil protection; education; health, etc.
11. Ghaziabad, Uttar Pradesh is an 'NCR City' since 1985 through 'The National Capital Region Planning Board Act, 1985' published in 'The Gazette of India' on 11th February, 1985 and now it is also declared as a 'Smart City' by the Central Government on 27 August 2015, it should have all the excellent facilities as mentioned in Paras 9 and 10 above for all the citizens residing in Ghaziabad, Uttar Pradesh.
12. In view of the above, you are, once again, requested to kindly sanction/start the above requested DTC Bus Route from Shivaji Stadium, Connaught Place, New Delhi / New Delhi Railway Station to Mehrauli Railway Station, NH-24, Mehrauli, Ghaziabad and Back. Bus Stands (Bus Stops) may also please be got made at the twelve places as mentioned at Para 6 (a) to (m) above. By sanctioning this Bus Route/Bus Stands (Bus Stops), you will help millions of residents residing along NH-24 Corridor for which they all would be highly obliged to you.
