I do agree with everybody but there is a limit. Everybody has cherished one dream of dream house which nonody so far has achieved which is causing them to annoy.

Don't be hopeless . There might be various reason in delay for phase 1, but once phase 1 is complete phase 2 will not take so much time. Because some of basic and most important requirements will be already done, like approval of authorities, water , electricity connection, etc.
