I purchased from Ghaziabad - Navyug market.
So many notaries are there while entering to market. Its near to old bus stand.

100 Rs. Stamp paper is available in Rs. 110 (not negotiable).
10   Rs. Stamp paper is available in Rs. 15   (Negotiable, I purchased at Rs. 13)
