Minutes of the meeting (MOM) held in Mahagunpuram in the Club House at 1100 Hrs, on March 23, 2013 between Mahagun, CSK Services and Quick Action Total Facility Management Services officials and members of MRWA.
The following were Present:

Mr Kakar on behalf of MRWA welcomed Mr Rajeev Srivastava and his other colleagues and hoped that the meeting would be fruitful and productive. At the outset, members mentioned that they are living in a relatively insecure and unsafe campus and none seems to be concerned. Members conveyed their unhappiness, that their very many issues and concerns have remained unresolved, despite persistent follow up. We have not heard from Mr Anil Jain in respect of issues, discussed with him in the last meeting held on March 11, though he had promised to do the needful on issues within his powers and revert to us on other issues, after discussing them with higher authorities. Mr Srivastava had a copy of the MOM of the said meeting with him and he mentioned that since the Boss was away, our issues could not be discussed.
Thereafter, MOM of the last meeting were taken up for discussion.
1. Security Concerns:
(A) Change of Security Agency:
MRWA members pointed out that the security services being provided by the New Security Agency. Quick Action are equally unsatisfactory on all fronts as of the previous security agency. The so called change of security agency has made no difference and residents continue to feel as insecure as before. Most of the Security Guards deployed by new security agency are semi literate, untrained, having no prior experience. There has been no formal induction, orientation and familiarization of Security staff. Gaurds have not been provided with any tools including Baton, Whistle, Walkie Talkie. Members were also keen to know whether antecedents check and police verification of security staff has been carried out or not.
We have not seen any Gunman, though Mr Sharma claimed that one Gunman is available during night. MRWA members insisted that Gunman be deployed round the clock, due to vulnerability of Mahagunpuram, on account of its remote and isolated location and being on NH-24. Mr Srivastava asked Mr Sharma that Guman be posted during day also with immediate effect. MRWA members also wanted to know why no notice was put up for the information of residents that the new security has taken over along with name of security officer and security supervisors and their telephone numbers?? Mr Sharma assured that it would be done forthwith. Mr Srivastava said that security operating procedures are being worked out and will be put in place soon. Members said that should have been done by now and there should not be any compromise whatsoever on security and safety of residents. Areas under construction especially close to park should be cordoned off in the interest of children security.
Mr Srivastava assured that there won't be any let up and compromise.
(B) Provision of Intercom in all Flats:
Mr Jain assured that as promised in the last meeting , Intercom would be installed by 31/03/13.
(C) Installation of CCTV Cameras:
Members in the last meetings had asked for the Installation of night vision enabled with 360 degree view, CCTV Cameras at all vintage points within and outside Mahagunpuram including all towers, due to reasons discussed and wanted to know the update on that. Mr Srivavasta assured that he would revert to us on this issue by Tuesday.
(D) Police Verification of Vendors:
Members had expressed concerns about issue of entry permits to all types of vendors without due and valid police verification as it endangers their security. Mr Jain had assured the members that he is being very careful and duly satisfies himself before issuing entry ID Card to anyone. Members were of the view that police verification is highly desirable.
(E) Providing Barbed Wire Fencing on Boundary Wall:
Members had highlighted the need to provide Barbed Wire Fencing on Boundary Wall, to improve the security as it will deter the trespassers and intruders. Mr Srivastava said that he would revert to us on this issue by Tuesday.
(F) In the last meeting MRWA members had asked for the list of past clients, performance track record and credentials of the New Security Agency to satisfy itself that the past is not repeated and we are in absolute safe hands. The said information is still awaited. MRWA had nominated Mr B.R.Kakar and Mr Vishal Khera as key persons amongst others, who will be fully associated and kept timely informed in respect of all security matters concerning Mahagunpuram. Members wanted to know why no action has been taken so far? Mr Srivastava asked Mr Sharma to have a meeting with members of MRWA and share the information with them, have joint inspection and discuss all other security concerns and take immediate appropriate action to plug security loopholes.
2. Exhibiting Operational fitness certificate and Emergency guidelines for Lift:
In the last meeting, members had expressed concerns that Operational fitness certificate and Emergency guidelines for Lift users must be duly displayed in each Lift. Lifts should be periodically inspected as per standing orders and Security staff should be adequately trained to render effective assistance in case of emergency. Members requested Mr Srivastava to strictly instruct security to ensure that Labour should not be allowed to use Lifts exclusively meant for residents and their movements are restricted to their work place. Mr Srivastava assured that he would get the needful done soon.
3. Ban on Parking of vendors and visitors vehicles on approach road :
Mr Srivastava assured that this issue would be addressed effectively very soon and there will be a NO PARKING ZONE and also dedicated parking space for vendors and visitors.
4. Selling of open parking for Two Wheelers:
Members expressed their serious concern that Mahagun is insisting on buying open Two Wheeler Parking space, which is a part of basic amenity, in spite of Ban on selling open parking space in Residential Societies, by Honb'le Supreme Court, in its landmark ruling of 2010. Mr Srivastava said he is not aware of the said order. A copy of the Supreme Court order was provided to Mr Srivastava and he promised to revert to us by Tuesday.
5. Removal of Parking Slots provided in front of Ground floor Flats Balconies:
MRWA Members ventilated their anger for providing parking slots in immediate vicinity of Ground Floor Balconies, which seriously encroaches upon their privacy and it is against established norms as well. Parking of vehicles also causes noise and disturbance. Members right to privacy must be respected. Members urged upon Mr Srivastava to get this genuine grievance satisfactorily redressed. He said, he would revert to us soon.
6. Provision of Speed Breakers at all corners:
Mr Srivastava assured that this would be done soon.
7. Status of Shopping Arcades and its likely date of opening:
In the last meeting, members had wanted to know the factual status, as to what is happening to shopping arcade and when it is likely to open as in its absence, all residents are facing too much inconvenience? Members pointed out why this information is not being shared with us. Mr Srivastava Shared our concern and promised to revert to us soon with the factual status.
8. Accounts and Audit:
It was mentioned to Mr Srivastava that there are many constructional, material and workmanship deficiencies in all Blocks and many of the problems are occurring repeatedly. Plumbing workmanship in particular is very bad. There are occasions when water has gushed out and entered the lobbies and even lifts and this problem continues to surface every now and then, and the risk of water eventually finding ways into the flats can't be ruled out, which can cause substantial damage. This problem needs to be fixed on priority to prevent its recurrence.
Members had piles of complaints about inferior quality of accessories provided in the flats, especially Door Locks and electric fittings. Mr jain had offered to replace defective accessories, but members wanted these accessories to be replaced with standard accessories as one would expect from a builder of Mahagun stature. Members had asked for joint audit to ensure appropriate quality standards. Members also wanted periodic joint inspection to be carried out with maintenance officials, till all these issues are satisfactorily resolved.
Mr Srivastava said that the door lock supplier would be asked to supply the improved quality of locks. He however, assured to look in to all the problems and get the needful done
9. Play and Recreation facilities for Kids/children in the Park:
Mr Srivastava promised that this would be done soon.
10. Entrance to NH-24:
Mr Srivastava expressed doubts if Mahagun could do anything in this regard due to prevailing stringent rules for providing direct access to National Highways.
IGL Gas connection line to the society ASAP:
Mr Srivastava said that Mahagun would issue NOC and thereafter members may directly pursue the matter with the Gas Company.
NEW ISSUES:
I.Measure to prevent unauthorised entry to Club.
The recent incident of misconduct with a young female resident, while she was trying to enter the club and attempt to snatch car keys from a resident by some miscreants, near the main gate, were pointed out to Mr Srivastava. He was very categorical that the club being exclusively meant for residents, no outsider should be allowed to gain entry in to the club. It was also decided to stamp the resident photograph on Club Card. Residents too should invariably carry their club card with them, while visiting club.
2. Installation of Letter Box in each Block:
Mr Srivastava informed that the action is already initiated.
3.Provision of open Pin Board for display of Notices:
Mr Srivastava agreed for that.
4. Refund of money to the Ground Floor Flat Owners, whose land is being used by Mahagun.
Mr Srivastava said that this issue is under consideration .
5. Monthly Meeting:
It was mutually decided that Mr Srivastava would have meeting with members of Mahagunpuram Resident Welfare Association ( MRWA ) once a month.
MRWA members thanked Mr Srivastava and his colleagues, for listening to their genuine long standing problems and for giving them express assurance to get the needful done at the earliest and also revert to us on issues, by Tuesday as promised. We look forward to hear from him positively and do hope that most of our concerns would be resolved promptly. The meeting ended on cordial note.
