I think agents should be accountable for such cases and take necessary actions if such cases get reported.

I 100% agree with the same.. What I suggest, we should involve the institutions, where these students are studying, also while giving them the house on rent. Something like a recommendation letter from the individual's institute may be asked for before renting out the flat, with a clause that if these students will misconduct in the society the concerned institue will also take the disciplinary action against them.
