Somebody staying on rent does not make him small with respect to others. I request everybody to have this sensitivity and respect in mind before addressing this issue which am sure is there...
However as arvind ji has highlighted, any activity that disturbs the order and discipline should be addressed in the approriate manner.
For tenents the fair way would be to approach there owners , many may not be aware of the situation.

Hi Arvind Ji, In that case we can inform police, after 10 nobody can shout / play loud music. What was the outcome of Sundays meeting, I was not able to join but will join coming Sunday. Also my suggestions is to make list of houses where students are staying and send letters to their respective owners regarding this menace, we will let them know that they are disturbing others destroying our property, n writing foul languages in lift. Another bad expriance we all have yesterday night from 9th floor bolcony in vinyak tower students had made others life pitiable,almost till2-3am they all were shouted badly..and diturbed a lot to adjuscent flat owners.
